Extent of drug use by students is unknown

Speaking before a capacity crowd ·Wednesday night in room 102 of the Seales Fine Arts Center, Louis Henkin addr~sed the problems facing a democratic nation iri "formulating foreign policy. Henkin's presentation was the first lecture of the spring season of the Tocqueville Forum: Democracy and Foreign Policy. Henkin began his lecture by ~laining what he feels is a buzzword in Ameriean politics; "the separation of powers." In particular, he explained the powers of the 'legislative and executive branches of the government are intermixed, but more importantly he credited the . Constitution for not providin!l any clear separation of power. Henkin did not criticize 'the Constitution for not providing this clear separation, but believed the founding :fathers intended the Constitution to be only a blueprint which limits each congressional body from overstepping , · its bounds. "Because of the nature of the Constitution, both Congress and the president will continue to pull for more of the b~et," he said. Henkin believes two theories exist to determine the power of. the president, one presented by Alexander Hamilton, which · states the president can do anything except that which was expressly forbidden in the Constitution. The other. theorY, formulated by the SUpreme Court, contends that the Constitution did not ·make any provisions for delegating power in · foreign policy decisions.
